HASS REGULATIONS (High-Activity Sealed Radioactive Sources and Orphan Sources Regulations 2005)
The Environment Agency has released version 2 of their Interim Guidance to Users of Sealed Sources on The High-Activity Sealed Sources and Orphan Sources Regulations 2005, this version includes additional information on financial provision (Annex 2) and has been updated to more closely reflect the actual position following publication of the HASS Regulations and Directions. In particular, section 6 has been updated to reflect the final format of the HASS Reporting Form.

HASS REGULATIONS (High-Activity Sealed Radioactive Sources and Orphan Sources Regulations 2005)
The HASS regulations come into effect on January 1 2006. Users are required to apply for a variation to their existing registration to allow them to purchase new Sealed Sources (or Sources with a "similar level of potential hazard" to a HASS) that are placed on the market after 1 January 2006.

The HASS regulation has placed a duty upon the holder of HASS Sources and Sources with a "similar level of potential hazard" to make financial provisions for the disposal costs of these Sources. Meddings Radiographics Limited can provide written confirmation that the disposal costs of Iridium192, Selenium75, and Ytterbium169 Sources purchased from Meddings Radiographics Limited (or under our former name C.S. Products (Testing Equipment) Limited) are included in the original purchase price. Longer lived Isotopes supplied for Crawler Control which include Caesium137 and Cobalt60 are not included in this agreement and written quotations can be provided on request for disposal. We can provide this information as a formal document in order for you to support your arrangements for financial provisions.

RSA1 (Open sources)
If you wish to keep and use radioactive material in an open form. An open radioactive form is radioactive material that may be divided, for example diluted. There is potential for contamination of other material.

RSA2 (mobile sealed sources)
If you wish to keep and use radioactive material in a mobile sealed form. A 'mobile sealed' radioactive source is radioactive material that is firmly sealed or attached to non-radioactive material which prevents dispersion of any radioactive material.

RSA3 (Authorisation)
If you wish to accumulate or dispose of radioactive waste. This need usually comes from the keeping and use of open radioactive sources. Sometimes the disposal of closed sources can be made under an exemption order, without authorisation.

HASS REGULATIONS (High-Activity Sealed Radioactive Sources and Orphan Sources Regulations 2005)
On the 20th October 2005, the High-Activity Sealed Radioactive Sources and Orphan Sources Regulations 2005 (or HASS) came into force and will become a requirement for many users of sealed sources to comply with.  The HASS Regulations will amend the Radioactive Substances Act 1993 (RSA93) and the enforcing body will be the Environment Agency (EA).  The intent of the HASS Regulations is to ensure the security and strict control of radioactive materials.  The EA will work closely with the Police in enforcing the security aspects of HASS.

TYPE A CERTIFICATES
We have released new type A certificates for all type A approved equipment. They all now comply with the new Safety Series Regulations, IAEA Safety Standards Series Regulations for the Safe Transport of Radioactive Material 1996 Edition (Revised) No. TS-R-1 (ST-1, Revised). These certificates are available on request.
